Many are not seeing smilies, etc. In order to use smilies and other formatting such as quotes, font formatting, etc.;
Go to the User CP, then on the left side of the page chose "Edit options".
Go down to the bottom of the page and click the drop down box in "Message Editor Interface".
Choose either the Standard Interface or Enhanced and then you will have the smily panel when you post.
Smilies are not available using the quick reply box. You must click on the reply button in order to have full access to all the tools.
